Proposal to convert state-owned enterprises into one entity 4

The Ministry of Planning and Investment proposed a plan to establish a Committee for Management and Supervision of State-owned Enterprises under the Government.

During the August Government meeting,  the Government listened and commented on the project proposal “Continuing to arrange, innovate and improve the efficiency of state-owned enterprises (SOEs)”.

According to option 1, the Government establishes the State Enterprise Management and Supervision Committee as the focal point to perform the function of representing the state owner for important state-owned corporations and corporations, including the General Corporation.

Option 2 is for the industry management ministry to perform the function of representing state owners at economic groups and state-owned corporations.

Choosing option 1, the Ministry of Planning and Investment believes that this option has many advantages, overcoming the limitations of not separating the state management function from the owner representative function.

The Ministry of Planning and Investment also recognizes that the plan to establish a focal agency to perform representative functions for the entire SOE sector is not feasible due to serious overload in management.

Sharing views with the Ministry of Planning and Investment, Deputy Prime Minister Hoang Trung Hai also said that gradually allowing SOEs to `separate` is the right direction.

Governor of the State Bank Nguyen Van Binh agreed in principle that State management and ownership should be separated for SOEs.

Mr. Nguyen Van Binh also stated the opinion that the State Bank is not included in this category.

At the meeting, Government members commented on building a separate chapter on SOEs in the Enterprise Law instead of building a Law on SOEs to ensure equality and unification of management institutions.

Commenting on this policy, Prime Minister Nguyen Tan Dung agreed to separate state management from owner management for SOEs.

Regarding institutions, the Prime Minister assigned the Ministry of Justice and the Ministry of Planning and Investment to preside and coordinate with ministries to develop regulations.
