'Proposal to issue a Resolution on Covid-19 prevention and control' 0

Delegate Nguyen Anh Tri requested the National Assembly or the Standing Committee to issue an urgent Resolution on preventing and fighting the Covid-19 pandemic.

Former Director of the Central Institute of Hematology and Blood Transfusion made the above proposal at the law discussion session on the program to develop Laws and Ordinances in 2022, on the afternoon of July 21.

Sharing the same opinion, delegate Nguyen Lan Hieu (Director of Hanoi Medical University Hospital) said that medical officers and staff really need a legal corridor to feel secure in fighting the epidemic, without having to worry about regulations and procedures.

The delegate working in the medical industry requested the National Assembly to include the Law on Medical Examination and Treatment (amended) in the program for developing laws and ordinances as soon as possible, considering this as a framework law for the Ministry of Health to rely on and issue circulars.

He proposed that the law project needs to legislate a new form of medical examination and treatment that has been used during the recent outbreak of the Covid-19 epidemic – the form of remote medical examination and treatment Telehealth.

`Although the Ministry of Health and the Department of Medical Examination and Treatment have tried to issue guiding circulars, because they are not in the law, it is very difficult to apply them on a large scale,` he said, giving an example of allowing doctors to examine patients.

Delegate Le Xuan Than – Vice Chairman of the People’s Council of Khanh Hoa province, emphasized that law-making work should be reviewed to meet the needs of practice, and the current stage is to meet the needs of prevention.

He proposed that the National Assembly should include in the 2022 construction program the Law on disease prevention and people’s health improvement (expected to be considered and submitted for approval in 2019-2020);

The leader of the People’s Council of Khanh Hoa province said that the Law on Infectious Disease Prevention and Control was promulgated by the 12th National Assembly at the end of 2007, has been implemented for 14 years, and is very outdated so `it needs to be considered and corrected immediately`.

`I ask the Standing Committee of the 15th National Assembly to consider giving opinions and assign the Government and Ministries to amend the Law at the next session of this year so that we have legal tools to manage and operate.
